Default Parking Brake Dragging?!

Alright so about a month ago I picked up a 6th gen Max for a project car which has turned into a daily driver after a couple control arms and some brake work.

Now I'm stuck, when I got it the parking brake was stuck on so I adjusted it and got it to just lightly scrape. After looking at it I decided I'd replace the cable on that side, shoes and hardware on both sides. Now that it's all done and replaced it still drags on the one side. Even when everything is fully loosened it likes to drag. One time I shifted the shoes upwards a couple mm and it stopped but came back when I hit a bump. Very confused as everything is installed correctly. Rotors are freshly resurfaced too so it's really pissing me off. Any suggestions?

Might be the back plate s rubbing the rotor , it happens to my ride.

I would try to readjust both e brakes , sometimes they like to act up in there.

Any rust on rotors too !
