I would say do one of the following:
1. Intake - $175 - $250
AND
Advance timing - $100 from a local dealer (or less if you have a local .org member that can do it
2. Y-pipe - $275
3. Pre-cats - $539 - I know it might be a little out of the price range, but if you can stretch your budget it will give you good gains.

I am going to start upgrading my performance by getting a NISMO CAI for about $250 shipped.

GLW your desicion in upgrading your Maxima. It won't be the last.

Sup homie... ummm... get a cold air intake.. and you can do the +2 timing advance - DO NOT PAY $100 @ a Dealer!!!! Hit up mr dolla... he could do it way less!

Are you getting the 07 spoiler as part of this budget or thats separate?

DO NOT DO BLUE RIMS!

Well i would mix it up.

Given its just about winter time, you wont get to really enjoy an exhaust till next summer so i would go with an Intake, +2 degree timing, LED upgrade to tag and reverse lights, New shift knob if you have the 04-06, and 6K hid in the fogs and headlights.

get rid of that huge gap first....progress springs go for like 180-190 new then maybe another 100 bucks to install.

timing advance shouldn't be more then 50 bucks. get some DDM tuning hids for your fogs and you'll be set

Intake and springs, you'll be in your budget and get looks, performance, and handling out of it.

Progress Springs + my Injen FTW!

Fujita CAI first IMO! Lower price and best sound. Timing advance, which if around Chicago I can get done for $25 if you ask nicely! Now when it comes to the time of year right now save the rest for something cosmetic like HID's or the spoiler. You will have a lot more fun saving up for things like the y-pipe and exhaust to name a few for early next year when the weather turns!
