Default Steering wheel hard to turn when parked

Hey guys been a while since I've posted a topic ,but here I am again lol well the car has been acting up a little bit . When backing out and turning the wheel the wheel is really hard once you get up to speed(over 5mph )it gets soft again i recently put some tires on it (used ) they are Goodyear 245/40 on stock se 18's could it be the tires or suspension problems ? I also just go it aligned but it didn't help

I'd say to start simple and check your power steering fluid. Do you get a groaning noise when you turn the wheel?

when your backing out your not going to be turning a lot of rpms, so once you start going you get your rpms up, you might have a pulley starting to stick a little in very low rpms. sit in your driveway at idle and try turning your wheel, if it is hard again then rev it up a little and turn your wheel again to see if it gets soft again. then you will know if its a pulley or power steering pump starting to go bad.
