Default steering column to rack problem

So, i was driving home form work yesterday and i hit a decent pot hole. Ever since than my steering been loose and been clunking and popping. A friend told me to look at the bolt that connects the steering column to the rack, needless to say think ive found the problem. I tried to tighten the bolt because i can see a major gap but the bolt refuses to move. Any suggestions?
